at this point you're talking a custom rig, so all the pre-mades and kits are out...
to do it right you want a real deal dual stick controller with a minimum of 12 buttons/switches and a matching receiver.
the last one i built was using a frsky tarranis TX/RX pair and a pixhawk flight controller... that combo supports just about anything you want to do with this thing all the way up to octocopters
if you do build this you're going to need retractable landing gear... you can't belly land something like this that would be in this shape...
well, let me rephrase that... you could belly land it, but you'd have a hell of a time taking off... you'd pretty much have to punch it and pray.
if anyone reads this and has at least 3k to blow on a prank let me know in PM's and i'll help design it. lol.
Fixed gear made from plexiglass or small stiff wire should be hard to see at 200ft plus.
an octocopter with enough batteries to haul a "trump won" banner that is large enough for people to see requires a huge drone.
not sure i'd want to do plexi or stiff wire when you could just use some CF boom legs that swing up or down.
the set i used on mine only cost 40 bucks... the drone i'm thinking of probably needs 2 sets.
