I'm not going 100% in on this specific theory, but I've definitely noticed Trump uses Capitalization to indicate sarcasm, almost like "finger quotes". Very well could be used as comms - as he's made sure 17 letters are capitalized in statements, more than once and without any other apparent reason.

I know you already know; sharing for others.
