Keep in mind that you can hide ANYTHING at a fair. :>)
A fair operates until very late at night, with people working at the fair being out there throughout the night. They have security guards, etc... 24/7. Nobody knows who might be working at a fair, or attending as a visitor... so you can hide hundreds of military people among the crowd or disguised as fair workers.
Fairs have lots of trailers & tents for vendors, in which nearly any thing can be concealed (like surveillance equipment, armed response teams, vehicles, etc...).
Fairs would also be a great place to install cameras, remote listening devices or monitoring stations for the audit next door.
My bet is that would be the last place you would want to start trouble. That "fair" probably had at least 1 or 2 quick armed response teams ready to go at a moment's notice. They also likely had at least one surveillance team with computers and monitors watching over the audit and the entire surrounding area.
This was tiny but you are right. The normal fair has a guantlet of guards right at every gate.
