I suspect he is speaking to average people amd not the evil politicians in control doing evil things.

People who have been misled but are not themselves evil.

However many know what they are supporting and are just as evil for supporting it. Hard to tell the difference sometimes, especially if they are openly supporting terrorists and election fraud.
