I mean it could be the fact that both Cartels and various Criminal Gangs have members enlist in the U.S Military.

Also simple corruption and greed. Pocketing a few thousand extra dollars in exchange for ensuring a gun or two and or equipment is lost in the shuffle would probably sound pretty good to the less then scrupulous.
