I'm confused as to how this made the news, it's talking about low levels in shelters due to people adopting during lockdown, so they're concerned about people seeking dogs from overseas. I can't imagine this is a real issue, maybe it is comms, if it isn't, it's one of the most random articles I've ever seen.
I brought my dogs back from central America. It was expensive and had mountains of paper work for the USDA which included all the vaccinations and health records. I am leaning towards this being comms.
