The one on Biden's podium is a depiction of the "flag of the president of the United states"

The seal on Trump's podium is the presidential seal.

No idea what code is supposed to specify under what conditions one or the other is supposed to be used. Basically as far as my initial 3min of research goes, the flag of the president is the coat of arms/presidential seal without the words?

Does Russia have a similar set of symbols? A seal and a flag? If so, did Putin’s podium have the seal or the flag ?

It looks like his podium had the Presidential standard on it. Not well versed enough to understand if this represents a difference.
