Certainly a fake. Look at the text at the bottom of the ticket in the foreground, "IN FRONT OF THE CAPITOL STEPS."
All of that is missing on the ticket in the background.... photoshopper probably didn't know how to paste in a partial rendering of text so he left it blank.
