Yeah OP nice catch. Here's another thought... maybe they are gloating. The statement reads as extremely authoritarian and patronizing. Like maybe the couf experiment in submission gave them the data to assure them of their success of world subjugation or whatever. So they are all like "not only will you obey us" but "you won't even be allowed to be happy" (happy in this case refers to any form of escapism from the fact that you are subjugated especially for the non-believer such as entertainment or alcohol use.)
