My guess is that no-one actually double-voted.

What happened was that the bad guys looked to see who seldom votes, they extracted that list of names and registered a vote for every one of them.

Then, because this was such a momentous election, those people decided that they would vote this time so they ended up with two ballots in the system with the same name.

If they cancelled all the named individuals ballots the scam of voting on their behalf could well be exposed. Least said, soonest mended.
