The 1982 Bayh-Dole Act had an unintentional consequence when they made it legal for government agencies to own patents on products they helped to develop. Prior to that, the government was developing products and giving them away to the pharmaceutical industry who made all the money and the issue was using taxpayer dollars; this was meant to address that issue. But in addition to the agencies, it got expanded to individuals who worked on the product as well.
Moderna got $2.6 billion in funding from the NIAID. If they can show the model works, how many vaccines, medicines going forward follow the same Microsoft patch game and who gets paid?
Yes. Fauci (via the NIAID) owns the Moderna vaccine and has the patent.
I should have elaborated a bit.

No conflict of interest there!
And its the only product they have ever brought to market.
Thanks for the clarification, I thought I had read that somewhere.
