I agree with everything you said and with some clarification that supports your point. There are plenty of priests and bishops that condone abortion so I believe this announcement is twofold.

1- it’s an announcement to the clergy to get their shit straight ( clean up their own house)

2- if a Catholic public figure wants to politicize the subject and promote abortion on Saturday, they can expect refusal on Sunday.

There is no way the Catholic Church would police the flock nor could they and so the message isn’t to the average joe and Mary who come to church every Sunday who keep to themselves but all the institutions that rely on Catholic Church funding (think the Philadelphia Supreme Court ruling last week)
