Watch the mythbusters teslas earthquake amchine episode. It was shut down partway through and they had to do heavy editing because DHS agencies showed up. They were alowed to talk about resonant frequencies, and do a minor demonstration.

Basically they tried a 5lbs. Weight and found they could take down a steel bridge with a simple shop-made device.
