According to this Jenna Ellis tweet, buried in the Atlantic article about Barr it says "The Department of Justice ended up conducting no formal investigation of voter fraud,...."

The DOJ should not get involved in voter fraud because voting is managed by the states, as the AZ Attorney General recently pointed out to Merrick Garland.
