He created everything else. They certainly did not create themselves, because nothing does.
We can assert God doesn't make mistakes. However, if people are born with a mental/birth disorder, that's indistinguishable from a mistake. Nobody knows why such phenomena exist, or why God allows them to exist, or makes them exist. There is only opinion and conjecture on the matter. Not knowledge. Some things, nobody knows.
“Flee sexual immorality. Every sin that a man does is outside the body, but he who commits sexual immorality sins against his own body.” I Corinthians 6:18
It’s a sexual sin, that’s why it exists.
