I remember seeing an online news report before the 2020 election where a reporter went to a location near Philadephia, I think it was, where they were storing the voting machines. He was shocked to discover that the door to the facility was unlocked and he was able to freely roam through the rows of voting machines.

According to Elections Machines certification, any (and any means any) changes to elections machines must be recertified prior to using those machines in an election.
The scam seems to be dependent on the memory card that is inserted into the machine. If they use USB drives now then that may be the issue.
Programmatically, it would be easy to modify the actions of any program by reading some form of instructions or code from any memory device that was inserted. That would mean that the voting machines would never need to be hacked directly, just the inserted memory device changed to give the desired outcome.
Needless to say, hiding those memory devices would be critical to getting away with the scam.
in the days after the election i saw numerous videos of people putting USB sticks into election machines and then removing them and disappearing from view of the camera
I believe that is how they pass the vote totals up the line to get the state totals.
But wouldn't that be an amazing cover for any nefariousness? Particularly as data can be placed on to any drive but not be visible to the operating system. The voting machine software could read it but it could be made to be invisible if you just looked at the drive contents in, say, Windows.
That is just one reason why the voting machine software needs to be examined thoroughly and not be allowed to hide behind any "propietary" flag.
