I hate to see criminals get light sentences as well but that's how plea deals work. If there was no incentive, no one would "sing like a bird" and the leaders would go free. Remember Q said "Rachel Chandler = Allison Mack x 100" (this is from memory so it may not be the exact words). I'm hoping she provided a lot of incriminating evidence to help take down the entire corrupt network.
We all want this to have happened already but it's not on our timeline. God knows what is happening behind the scenes. My personal opinion (for what it's worth) is that many of the people we want to see arrested have flipped and are reluctantly working with the White Hats to cut out the heart of the beast. I think we'll only find out once it's all done.

Deals are important but those big fish have to be snatched and we see none.
