Anything that excludes oxygen will stop the flames so putting water on top isn't such a stupid idea. However, in this case, nitrogen was obviously better. CO2 would have worked, too, (but muh "global warming!")
The water they're spraying isn't anywhere near the actual fire. Who are they trying to kid?
