There was a decode on someone's page that referenced a tweet, which referenced a Q post, which referenced the Law of War manual. In the LOW it basically said the military has the duty to alert the public of an enemy invasion when it happens. Apologies for the vagueness, I see if I can find the post in a bit and link it.
