He confirms that "Biden" is a fake body, a meaningless actor, playing president.

So where is the real Joe Biden, former (illegitimate cuz BO was illegitimate) VP?

Dead? Gitmo? Both?

Who knows?

Wherever SloJo is he isn't in the WH and has never been shown as a passenger on AF1. He didn't go to G7 or meet VP. That was the actor.

So who is actually carrying out the duties of President of the US?

I would say that man is PDJT.
