Wondering if he is talking about one of those full head masks that people wear to look like someone else, that comes so far down, covering their shoulders and a bit below. I suspect both Pelosi and Joe are wearing one. May be one reason Joe has to take off early each day, can't wear the mask but a few hours at a time. Like the spies use.
