If I recall correctly someone like Saul Alinsky came up with the stunt.
So the story goes that some people went to Saul, wanting to plan a false flag like this. They had a bunch of signs saying "The KKK loves Bush" and wanted to wave them at some event Bush would be at. Saul said no, got they a bunch of white clothes, dressed them up as Klan members, who then held the signs up at the Bush event.
It's a text book strategy for sure. If I remember correctly, the National Socialists did shit like this to the Communists and other political enemies in 1930s Germany. Obviously the commies thought it was effective and have been using the same tactic throughout the world ever since. I'm sure the tactic dates back as far as human civilization though.
