Given the many, many statements of Guo virulently anti-CCP, given the connection to Bannon, a CCP hawk personally sanctioned by the CCP and whose show is daily leaked into China, I find this highly suspicious.
Highly irregular for Guo to say this after he's spent the last 5 yrs blasting Xi and the CCP.
Also, I agree with u/EarnYourVote. Context is key here. A 15 sec video is hardly enough to provide enough context. This statement could be clipped from a larger video that would explain things differently, if only we had the whole thing to analyze.

Plus, he would've known about the COVID hoax and sanctioned it's release. Even if he didn't know, he still sanctioned it by repeating the party line and threatening the world with war if we investigated it's origins too deeply. Only a Cabal asshat behaves like that.

Cuz it could very well be a sarcastic rant at Xi(which he does alot) with front and back of the video cut off to present a different picture.
