Some states have a state vaccine database where vaccination records are available. That's where an employer or government official would look IN THOSE STATES to verify vaccine status.
Many other states, such as Texas, have NO state vaccine database. In that case, an employer or government official would have to check with the doctor or medical facility that administered the vax... which is forbidden by law from disclosing your private medical information without YOUR consent.
Regarding vax Lot #'s... each vaccination lot (regardless of Pfizer, Moderna, J&J) contains roughly 100,000 doses of vaccine. That's why there are so few Lot #'s, even though nearly 300 Million doses have been administered in the U.S. (150 Million people vaxed X 2 doses each).
A person could look at a vax Lot # and trace it to a single city or state or area... but that's as close as it gets. Vaccines are transferred between stores, shipped to regional distributors, etc... .
No, an employer cannot look at a Lot # and trace it to any individual. All they can do is go back to the state database... if there even is such a thing. In many states, they can't.
