They feel entitled and emboldened by no consequences. Often aided, and even encouraged by the system.

This dude walks into a pizza restaurant and just starts destroying it, before going outside to attack people. Citizens jumped him and pinned him down. They asked him: "Why did you do that"? His answer: "Because I can".
