That type of decisionmaking is part of the duties and responsibilities of the position.
Both options were bad. A choice HAD to be made. IMHO, it's better to make a decision that SAVES the most lives than abdicating that responsibility and, in so doing, effectively being responsible for allowing someone else to make a decision that harms or kills more.
If you had to choose, millions or billions to die? Could you even make the choice or would you walk away and let someone else make the decision?
