It seems that DOD Directive 1030 is all about protecting the victims and witnesses of crime.

We all know what happens to any victim or witness that considers testifying against HRC, they get suicided. So before HRC could be pursued for prosecution it would have to be ensured that everyone testifying against this bitch is protected. The people providing that protection is the military.

I'm sure HRC's crimes against humanity took place in most major cities. The victims testifying against her would reside in many different cities. NG members were deployed to protect the victims from HRC goon squads.

Section 4.2. of DoD 1030 says: The DoD Components shall do all that is possible within limits of available resources to assist victims and witnesses of crime, in accordance with the requirements listed in DoD Instruction 1030.2 (reference (e)) without infringing on the constitutional rights of an accused. Particular attention should be paid to victims of serious, violent crime, including child abuse, domestic violence, and sexual misconduct.

1030 wasn't a date, it was a system of protection for victims and witnesses.

My guess is HRC was arrested several years ago. She was tried in front of a military tribunal and administered military justice. You wouldn't release this sort of information to the general public and then drag your feet for 4 years while you got all your ducks in a row.
