Back like in the 60s, I think, there was a POTUS exec order or something that forbid US agents to assassinate other world leaders. I can't remember all the details but that's been a long standing rule for all major countries because otherwise they would be just killing each other constantly. No one gives a shit about some backwater like Haiti and I doubt any request to kill its pres was from a legit command chain. This is pure deep state cleaning up their mess. Its a sign of their desperation.
