On the BBSs, we had email. There was FidoNet, which would relay email messages around the country.
So, if the internet had never happened, we would still be able to share information electronically. And it would be almost impossible to control, as it was individuals communicating through their regular telephones using computers and modems.
I expect the internet was released to the public from a black project as most technology for public consumption is.
While I can't say he's in on it, the mass surveillance state also couldn't exist without the internet as we know it.

You must be a kid, because you've never heard of dial-up BBS's, which predate the internet by a decade and a half or more.
Lets not forget Telnet. Can you say 1969? Still in use today. Games anyone?
