The Federal government set up a vaccine injury court and financial responsibility was shifted to the US taxpayer to be paid out from a vaccine injury fund. That is of course, if the vaccine court finds in an injured person's favor - which is very rare. Most cases never make it to the court and are dismissed for numerous reasons that were carefully crafted into the legislation. Legislation that was written by vaccine manufacturer lawyers and lobbyists. So, FDA approval really changes nothing on that level. It will however, make it easier for people to get medical help through insurance. But, that may change as well because insurance companies are already changing actuary tables.
