I read a break down of it a while ago, where during their 'crisis' (i.e., media fear mongering), one or more provinces of India used Ivermectin for those who were sick, one or more provinces used it for many people (not just the sick, to prevent it), and some provinces neglected to use it.
The ones which didn't use it, fared by far the worst.
The ones which used it for the sick, and, for the sick + the non-sick, fared about equally. Virtually no cases/hospitalizations/deaths.
This is empirical data, rather than a control study, but, paints a pretty convincing picture.
