I saw a video a while back also about Saudi Arabia.

They dig out MASSIVE man made reservoirs out in the desserts.

Then they use small crop dusters equipped with cloud seeding canisters and create massive rainfalls to literally fill, hoses, and steal rainwater where there was none before.
