I remember watching something on the History channel or YouTube several years ago, and they talked about manipulating weather 75+years ago. The pictures show a were in black and white. So yea, this has been around awhile now. Odd it’s not just random information we should know. Unless it’s used as more of a weapon, which I’m sure it is.
