Cloud seeding has been around for a while now out in the open. When Beijing was going hold the Summer Olympics in 2008 the world was worried about the smog and actually being able to have everyone attend in such conditions.
The article was small carried in St Petersburg Times stating China's response was not to worry if the air was very dirty at that time, they would perform cloud seeding to make it rain and clean the air.
We were already talking about the HAARP and weather manipulation. I emailed the article everywhere and asked why no one was questioning about this type of weather manipulation when that was China's response. It was just crickets 13 years ago!
I immediately thought of that exact article when I read this post and was going to mention it in the comments. I got super into haarp and fema conspiracy theories back then
