Cloud seeding has been around for a while now out in the open. When Beijing was going hold the Summer Olympics in 2008 the world was worried about the smog and actually being able to have everyone attend in such conditions.
The article was small carried in St Petersburg Times stating China's response was not to worry if the air was very dirty at that time, they would perform cloud seeding to make it rain and clean the air.
We were already talking about the HAARP and weather manipulation. I emailed the article everywhere and asked why no one was questioning about this type of weather manipulation when that was China's response. It was just crickets 13 years ago!
If you make it rain in one place, do you affect the weather in another? Also, Africa could grow food with irrigation as other arid places do throughout the world, but it is a war torn shithole. It's the populace keeping it down, not the climate. It's hard to grow crops under the constant threat of getting pillaged, raped, or murdered.
The cloud seeding only works when there are clouds with enough moisture in them to seed. It's not magic, you can't conjure up biblical amounts of rain out of nothing. That water has to come from somewhere. In the Southwest of the United States that water comes from water evaporating from the warm seas off the coast of Mexico. If you can get enough water to evaporate to form rain clouds, you still have to keep the air hot enough that it stays evaporated and doesn't fall somewhere that you don't want it to fall. Then there's the issue of getting the wind to blow it where you want it to go. How the fuck are you supposed to control the wind? The answer is you don't. You just have to rely on the same wind currents that have always been there. So theoretically, you could possibly drop something really really hot into the ocean upwind from where you are hoping to get rain. Then it's just a matter of waiting for the clouds to blow over where you want your rain and then you have a guy fly around with a plane seating the clouds with a chemical that makes the water condense or cools it off so that it'll condense.
Thus the essence of capitalism. No one wants to go to Africa, therefore why make it rain there? Everyone and pedo’s love Disney, so the money gets spent there to grow hydroponic food.

During "Hurricane" Sandy, I couldn't believe what I was seeing and hearing. They pretty much pin-pointed where it would make landfall (directly on my house according to the "Weather" channel) and were accurate within about fifty miles.

Earth's surface is mostly water, so I think it wouldn't have to deprive anyone.

You can only alter the weather to an extent and it is very expensive. It’s not practical and might not be possible to make it rain there.
