It's being 'uploaded' in chunks. Kind of like a zip file that is split up into 'dvd' size chunks. Not until you have every single file can you unzip it. 31TB is an awful lot of data. My computer only has a 1 TB hard drive and it's only 20% full. 31 Terabytes is 31,000,000,000,000 bytes of data. One dual-layer DVD is about 7,000,000,000 bytes. We're talking over 4,400 DVD's worth of data

It would be pretty damn stupid to release everything in one giant 31TB file w/o parity files to recover from bit errors and other corrupted data.
