Nothing personal against this restaurant but I'm sick of seeing these shortages of workers everywhere. Either pay more or lower your qualifications you're now competing in the free market against the government.
Not sure that's the issue. I live in a summer resort area of my state and many restaurants are only open in summer. Most of their wait staff is composed of college kids, and the tip money is usually really good. Has always been like that here, and those jobs were always sought after. Most of them are having a tough time getting help, even the ones that have always been first choice for summer workers.
"competing in the free market against the government"? Anytime the government is involved, it's not a free market - by definition! You'd like mortal human beings who choose to run a business to compete with a government that orders up unlimited imaginary money that it doesn't have (at interest rates it can't even pay) - and has already done so at a record-breaking pace? Not just economically - this is at a job they have to WORK, while the fiat-backed government is paying people to play video games or riot or make babies or wtfever.
I understand it's not perfectly fair I have just seen a lot of companies, not small mom and pop restaurants complain about worker shortages but ignore a lot of applications that come in based on frivolous standards.

Wait staff isn’t hard to hire. It’s the back of the house positions that are the problem
Maybe where you are, but here wait staff is very hard to find right now. More money in staying home.
