80% "in the last 2 days"... meaning there is a spike in "cases". Checking the stats, Gibralter is indeed 100% vaxxed.

This 80% is due to case increases and volume, not total population.

The scary thing is, all of these cases they are blaming on the unvaxxed, are clearly just the side effects of the vaccination itself.
