The only thing in the way is the coercion thingie in that pesky Nuremberg code. One does not tie the vaccine, which is experimental, to human rights. If you are threatening to take away someone's job, or the ability to buy food, or anything else for that matter (who decides what is essential?), you are engaging in coercion.

Unfortunately, the little fascists are rubbing their hands in glee, and it will force people to submit to the vax when they have a family to feed.
