Im assuming they arent actually counting all the masks. Theyre likely taking the number of masks sold from various sources and adding them all up.

I mean a lot are going into the ocean, yeah, but a lot of them are just being thrown on the ground and either sit there for who knows how long or they get chucked into a landfill which is best case scenario. Discarded masks are the new cigaret butts
