I don't personally buy that description in this case. I don't think the Q drops reveal a plan at all. I think they're more akin to a prophecy. And like many prophecies, it's self-fulfilling. Nobody knows the part they're going to play in this movie completely until they've played it. Reading the Q drops, for the Deep State, must be like reading a script of their lines AFTER they said their lines. Then they look back and go "Oh shit."
