That web page is not from the CDC. It is an article written by Martin Armstrong, and he is wrong.
The CDC is a federal government agency within the Department of Health and Human Services.

My guess is that the foundation was created as a 501(c)(3) organization so that people can make tax-deductible donations to it and for a specific purpose, that they would not be able to do by sending money to CDC or Department of Treasury. I don't know for sure, but that would make sense (sort of).

IMO, the creation of this foundation is both unnecessary and unconstitutional, but that is a different discussion.
I don't trust CDC one bit, and I agree there is something very shady about them, and even about their existence.
But I think we make a mistake to say it is not a government agency, but I am open to being proved wrong about that (I would actually love to be wrong about it).
The Federal Reserve is a private business, not a government agency. It's possible the CDC is similar, but I see too much evidence saying otherwise.
