I think there is more to this action than what is on the surface. It appears to be a method for either getting rid of people, and not by the needle more as a way to see who is "loyal" to Xiden, and who is loyal to America. This would also tie into trying to weaken the US by forcing military out of active duty to have few troops to deal with a Chinese incursion or Chinese action globally
