I read some history on the rise of the CCP in China vis-a-vis Chiang Kai-Shek. Seems that a typical CCP tactic was to seed groups against each other, ... basically merge two police groups together with typical duties, but one group had different instructions, guiding the merged group in a coordinated way without letting all of them know. Those different types of cops might be that type of thing. Stay alert, stay safe. Prayers, mate.
