The risk right now is because the CDC seal is on that card, so if you have a fake one and either sell it or attempt to use it, it can be considered misuse of a government seal, or even worse, document fraud.

The Center for Disease Control is a federal agency under the Department of Health and Human Services. It is absolutely a government entity.
