I have yet to see any test, I get it starts at different times for different people but I'd expect something by now.

I didn’t get the text message but the alert went off on the TV.

Do you have all emergency notifications allowed on your phone? Some people turn off several of the alerts.

The only one you can't block is the presidential alert.
