It depends how you want to interpret it. First sentence in Key Judgment 4: We assess that China did not deploy interference efforts... Last sentence: ... China did take some steps to try and undermine former President Trump's reelection.
Because the Intelligence Community wanted Trump to lose they don't see anything that China did as interference. But they also know that when the TRUTH comes out they need something in there to say, yah, we told you they were conducting a Cyber Attack.
When they say "did take some steps" what they are really saying is China coordinated with Dominion to steal the election for Joe.
The DNI Memo is cited to on page 5 of the report. "Please see" January 7 2021 DNI Memorandum. AS IF it was a supporting document. The more appropriate citation would have been "But see, contra, DNI Memorandum." Indeed Ratcliffe's view of the situation was a wee bit different. As Patel Patriot noted, I bet he discussed those views when he and Trump took Air Force One to the Army/Navy game on December 12. Would explain the flurry of election fraud Tweets POTUS sent out the next day.
I think the initial report was in conflict with DIA and Space Force reports, which will further implicate the three letter agencies. Another set up by Trump.
Thanks for sharing. Had this come out while Ratcliffe was still in charge of DNI, I think it would have more value. Clearly this was written by the same people that hounded Trump for 5 years.

The NIO for Cyber assesses, however, that China did take some steps to try to undermine former President Trump's reelection.
Do you know what the "NIO for Cyber" is? I did some searching and couldn't find much. I did come across this article which perfectly sums up what I was thinking when I read the DNI report.

I believe the DNI issued a follow up that basically said the IC report was full of crap and didn’t meet industry standard.

Appears so… Unless you need further confirmation that US intel agencies are compromised because that report is an obvious obfuscation
