They don't seem to be landing and they look like MH-6 "Little Birds." If so it's probably the 160th SOAR (Night Stalkers) and since they aren't touching down they are probably fast roping troops to the roof. It could be a training exercise in urban areas training is usually pre-announced to city officials.
There were similar incidents late last year. Someone uploaded a video of little birds touching down on top of a building in (I want to say) Colorado and troops going into the building from the roof. No announcement had been found, plus there were some other oddities. Curious.
After watching again those are definitely Little Birds and the 160th are the only unit that uses them. There are no Little Birds in any part of the regular Army. Also this was evidently a training exercise since all of their NAV lights are on. If it was an OP, they would go in dark with NVGs.
