Yes, I believe it would get struck down by the courts. It's not like the "general welfare" clause or the "commerce" clause which I guess are vague and thus allow people to point to them as the reason for something being constitutional.

The constitution is also clear on who makes voting laws. It didn’t seem to matter in Pennsylvania in 2020.
Certainly a good point. Did that get heard by the US Supreme Court yet? I would think they would strike it down.
