I have a counter-proposal.

We have a HUGE city that is only 1/2 populated (50% vacant housing and abandon neighborhoods) that is like a demilitarized zone. We need people to occupy that city who are used to crime, vermin and violence, so it won't be such a culture shock for them.

Move the Afghan refugees to DETROIT. :>) Let them all just pick an abandoned house and move in, then re-grow the area. We can turn on the electricity and water services as neighborhoods become inhabited.

Before long, the Afghan areas will probably become the most affluent sections of Detroit (which isn't saying much).
